WINTER PROTOCOL: Snowman Construction Guidelines – Frosty Compliance Standards

Priority: MANDATORY COMPLIANCE

ATTENTION ALL RESIDENTS: Effective immediately, all snowman construction within EMWV community boundaries must comply with the following security and aesthetic standards. Non-compliance will result in immediate removal and citation.

❄️ SNOWMAN CONSTRUCTION REQUIREMENTS

Height Restrictions

  • Maximum height: 4 feet (48 inches) from ground level to top of head
  • Minimum height: 2 feet (24 inches) – snowmen below this height are considered “snow decorations” and require separate permits
  • Height measurements must be verified by security personnel before construction completion

Location Requirements

  • Snowmen must be positioned at least 10 feet from property lines
  • No snowman construction within
  • Snowmen may not obstruct security camera sightlines or emergency vehicle access
  • All snowmen must face east (toward sunrise) for optimal morning aesthetic compliance

Construction Standards

  • Three-tier construction mandatory (head, torso, base)
  • Snow must be compacted to minimum density of 0.3 g/cm³
  • All snowmen must have approved accessories (carrot nose, coal eyes, approved hat)
  • No unauthorized accessories permitted (scarves must be pre-approved by Security Division)

🚨 PROHIBITED PRACTICES

  • Multi-snowman installations (snow families) require special variance approval
  • No snowman construction after 6:00 PM (security lighting requirements)
  • Abandoned or partially constructed snowmen must be removed within 24 hours
  • Snowmen may not be constructed using colored snow (dyes, food coloring, etc.)
  • No snowman modifications after initial construction without security notification

📋 PERMIT REQUIREMENTS

All snowman construction requires:

  1. Pre-construction notification submitted 48 hours in advance
  2. Site inspection by Security Division
  3. Approved construction permit (valid for 7 days)
  4. Post-construction verification and compliance check

⚠️ ENFORCEMENT

The Third Responders™ will conduct daily patrols during winter weather conditions. Violations will result in:

  • First offense: Written warning and mandatory snowman removal
  • Second offense: $50 fine and security compliance training
  • Third offense: $

MANDATORY PROTOCOL: All contact with the Security Team must be conducted in person at the Security Booth during approved hours.

  • Location: Main Security Booth (entrance to EMWV community)
  • Approved Hours: Monday-Friday, 8:00 AM – 5:00 PM
  • Requirements: Government-issued photo ID required for all security booth visits
  • No Exceptions: Phone calls, emails, and other remote contact methods are not permitted

⚠️ IMPORTANT: All permit applications, compliance questions, and security inquiries must be submitted in person at the Security Booth. The Third Responders™ are not available for remote communication.
